近日，由国家旅游局、上海市人民政府和中国交通运输协会联合主办的“第十届中国邮轮产业发展大会暨国际邮轮博览会”在上海外滩茂悦大酒店顺利召开。大会期间举办了开幕式、邮轮旅游推进会、行业政策论坛、行业领导者论坛、亚洲港口和目的地论坛、邮轮城市与旅游论坛、邮轮修造论坛、邮轮人才论坛、邮轮管理与发展论坛等系列活动。区委书记汪泓出席本次大会并发表主旨演讲。
汪泓表示，邮轮旅游市场潜力巨大，宝山区将继续充分对接21世纪海上丝绸之路战略，深化邮轮新城功能定位和战略规划，着力培育邮轮港口服务、邮轮公司总部等功能，积极培育邮轮要素市场，吸引集聚以邮轮服务为核心的邮轮、游船和游艇企业，构建邮轮全产业链，不断拓展邮轮经济内涵，构建“区港联动”发展模式，完成中国邮轮旅游发展试验区的先行先试任务，努力将吴淞口国际邮轮港打造成为亚太地区客流量最大和游客最满意的邮轮母港。
大会期间，中国船舶工业集团公司、中国投资有限责任公司、上海市宝山区人民政府、美国嘉年华集团、意大利芬坎蒂尼集团和英国劳氏船级社就发挥各自优势、强强联合、携手创建中国邮轮制造产业发展联盟、合作发展中国本土邮轮制造产业达成一致意向，在本次中国邮轮产业发展大会，发布了邮轮产业合作六方共同宣言，宣言提出要加快推进建立全面战略合作伙伴关系，携手创建中国邮轮制造产业发展联盟，共同发展中国本土邮轮制造产业，合作培育本土邮轮产业链，争取早日打造出中国本土的第一艘豪华邮轮。
大会期间，区委书记汪泓与中船集团、歌诗达邮轮公司、皇家加勒比游轮公司、地中海邮轮公司、挪威邮轮公司、天海邮轮公司等公司高管进行了会晤，对未来邮轮产业发展的合作意向进行了商讨。
同时，在全国邮轮旅游推进会上，上海国际邮轮经济研究中心与社会科学文献出版社共同发布了2015年中国邮轮产业发展绿皮书《中国邮轮产业发展报告》。在邮轮管理与发展论坛上，市政府发展研究中心与上海国际邮轮经济研究中心联合发布了“2015-2016年度上海邮轮研究课题”。
与会嘉宾对此次大会给予了高度评价，认为这此大会举办的非常成功，为业内人士搭建了良好的交流平台，对推动中国邮轮产业发展，产生更多更深远的积极影响。

为推动中国邮轮产业持续健康发展、实现邮轮中国本土制造，经友好协商，中国船舶工业集团公司、中国投资有限责任公司、上海市宝山区人民政府、美国嘉年华集团、意大利芬坎蒂尼集团和英国劳氏船级社就发挥各自优势、强强联合、携手创建中国邮轮制造产业发展联盟、合作发展中国本土邮轮制造产业达成一致意向，特此利用第十届中国邮轮产业发展大会，共同宣言如下：
In order to promote the continuous and healthy development of China/'s cruise industry and to localise the construction of cruise vessels in China, and upon friendly negotiation, China State Shipbuilding Corporation (CSSC), China Investment Corporation (CIC), Shanghai Baoshan People’s Government, Carnival Corporation & plc, Fincantieri S.p.A. and Lloyd’s Register Group Limited (LR) have reached a joint intention to use each party/'s advantages and join forces to create a China cruise vessel construction industry development alliance and to cooperatively develop China/'s domestic cruise vessel construction industry. On the occasion of the10th CCS, the parties would like to make the following joint declaration:

1.中国邮轮旅游产业发展潜力巨大，正在成长为全球邮轮产业新的增长极，据预测未来20年内，中国每年邮轮旅游人数将突破1000万人，将需要约100艘邮轮，中国邮轮旅游市场迫切需要本土制造的邮轮！
There is great potential in China/'s cruise industry; China is becoming a new growth frontier of the global cruise vessel industry. It is estimated that in the coming 20 years, the number of tourists taking cruise trips annually will exceed 10 million, which will require around 100 cruise vessels. In this connection, China/'s cruise trip tourism industry is in great need of local construction of cruise vessels in China.
2.中国邮轮产业的快速发展，为世界经济及中国经济发展，特别是邮轮行业发展带来新的机遇！通过国际合作，实现各方优势的互补和协同，能够促进相关国家之间的经贸合作，快速、高起点的推动中国本土邮轮制造产业发展。
The rapid growth of China/'s cruise industry will bring new opportunities for the development of the global and Chinese economy, particularly for the development of the cruise vessel industry. The global cooperation and utilisation of each party/'s advantages and forces will promote economic and trade cooperation among the relevant countries and rapidly promote the development of China/'s domestic cruise vessel manufacturing industry at a high starting point.
3.中船集团，中国最大最强的造船集团之一；中投公司，中国的**财富基金；上海市宝山区，亚洲最大的邮轮母港所在地；嘉年华集团，全球最大的邮轮船队运营商；芬坎蒂尼集团，全球最大的邮轮建造商；劳氏船级社，全球最大的邮轮入级船级社。六方在各自领域均具有最强的实力，通过产融结合、强强联合，六方合作能够加快实现邮轮中国本土制造。
CSSC is one of China/'s largest and strongest shipbuilding group; CIC is China/'s sovereign wealth fund; Shanghai Baoshan district is the location of Asia/'s largest cruise home port ; Carnival is the world/'s largest cruise fleet operator; Fincantieri is the world/'s largest manufacturer of cruise vessel；LR is the world/'s largest cruise vessel classification society. The six parties are very strong in each of their respective areas. Through bringing together production and finance and their combined forces and advantages, the six-party cooperation will accelerate implementation of cruise localised construction.

1. 加快推进建立全面战略合作伙伴关系，携手创建中国邮轮制造产业发展联盟，积极争取中国政府的支持；
Accelerate the establishment of a comprehensive strategic partnership, join hands to create a China cruise vessel construction industry development alliance, and actively seek the support of the Chinese government;
2. 积极探讨开展多种方式的互利友好合作，共同发展中国本土邮轮制造产业，合作培育本土邮轮产业链；
Actively explore a variety of ways to carry out mutually beneficial cooperation, commonly develop China/'s domestic cruise vessel construction industry, and cooperatively foster the domestic cruise vessel industry chain;
3. 精诚合作、共同努力，争取早日在上海建成交付具有国际一流水平的中国第一艘本土制造邮轮。
Through sincere cooperation and joint efforts, endeavour to construct and deliver China/'s first locally constructed world-class cruise vessel in Shanghai as early as possible.
